CONTEXT
PSTACI is part of the ‘’Côte d’Ivoire Solidarity’’ Programme in connection with the national Policy for the Development of Livestock, Fisheries and Aquaculture. Its implementation will promote the production of about 500 thousand tons of fish by 2030 and this with a value chain estimated at nearly 825 billion FCFA.
PSTACI aims to lay the foundation for a successful and competitive national aquaculture industry through two (2) projects:
- Projet de Transformation de l’Aquaculture en Côte d’Ivoire ;
- Projet de Vulgarisation des Acquis du Projet de Transformation de l’Aquaculture en Côte d’Ivoire et de mise en place des bases de l’industrialisation aquacole.
Fish now represents more than 50% of animal protein intake but national fish production only covers 14% of the needs of the national population.
Despite its 550 Km fish filled coast, 3400 Km of rivers and its hectares of lakes and lagoons, Côte d’Ivoire imports the majority of cap, tilapia, captains and machoirons expecially from Asia.
To resolve this significant deficit the country has resorted to massive imports of over frozen fish at a cost estimated at more than 300 billions FCFA.
IMPLEMENTATION OF THE PSTACI
On Wednesday january 18, 2023 in the council of ministers, the government adopted two programmes :
- National policy for the development of livestock, fisheries and aquaculture in Côte d’Ivoire which will extend over the period 2022-2026
- Strategic programme for the transformation of aquaculture in Côte d’Ivoire abbreviated as PSTACI.
The strategic programme for the transformation of aquaculture in Côte d’Ivoire (PSTACI) was launched by Prime ministry Mr Patrick Achi on Monday August 1st , 2022 at the Loka fish farming station (Bouaké).
The PSTACI was set up for a renewable period of 5 years. The project aims to produce 550,000 tonnes of fish annually. In addition the UGP STACI had a working session on thuesday, september 22 on 24 th floor of the CAISTAIB bulding , in Plateau with a delegation of the African Developement Bank Group (ADB) and the 2PAJ bélier project.
The UGP PSTACI was led by the National coordinator Mr MOBIO SAMAKE. There was the participation of Ms AKA Valerie, Coordinator of the 2PAF Bélier Project.
That meeting aimed to identify the points of convergence between Agropole development project and that of sustainable economic fish farming areas in (ZEAD) in Côte d’Ivoire.
